Another Solution for Encore Mini 7 tab when it won't turn on or charge: connect the original power adapter or USB cable and press the power for 30 seconds or more! until Encore mini tab turns on. (I tried and it worked for me.)

Please make sure that fast startup is disabled in the Power Options by following the steps below:

4. Deselect the Turn on fast startup check box from Shutdown settings.

There is a hidden partition allocated on the tablet for the System Recovery Options in the event of a problem.
You can also create recovery media and restore the system.

Restarting the tablet
Certain conditions require that you reset the tablet, for example if:
You change certain tablet settings.
If you need to restart the tablet, tap Power and then select Restart in the Settings charm.

Restoring the pre-installed software from your created Recovery Media

If the pre-installed files are damaged, you are able to use the Recovery Media you have created to restore the tablet to the state it was in when you originally received it. To perform this restoration, follow the steps below:

Make sure that the AC adaptor are connected during the restoring process.
When you reinstall the Windows operating system, the storage space will be reformatted and all data will be lost.
1. Insert the recovery USB Flash Memory into Micro-USB port on your tablet by using the the Micro-USB to USB Converter Cable.
2. In the Settings charm, tap Power and then select Shut down.
3. After completely shut down the tablet, wait for about 10 seconds. Then hold down the Power button and Volume up button simultaneously
until the Boot menu is loaded.
4. Use the Volume up and the Volume down button to select the appropriate option from the menu according to your actual recovery
media and press the Windows button to confirm the selection.
5. A menu will be displayed from which you should follow the on-screen instructions.

Refresh your PC and Reset your PC buttons will be displayed as options for recovery. However, only Yes, repartition the drives under
Reset your PC is supported when booting from the recovery media.

The recovery partition can be removed depending on the model. For the models that the recovery partition can be removed, if you have previously
chosen to remove the recovery partition without creating "Recovery Media", the "Recovery Media" cannot be created.
However, if you have already created a "Recovery Media", you can use it to restore the recovery partition.

Restoring the pre-installed software from the
Recovery Partition
A partion of the total storage space is configured as a hidden recovery partition. This partition stores files which can be used to restore preinstalled
software in the event of a problem.
If you subsequently set up your storage space again, do not change, delete or add partitions in a manner other than specified in the manual, otherwise you may find that space for the required software is not available.
In addition, if you use a third-party partitioning program to reconfigure the partitions on your storage space, you may find that it becomes impossible
to setup your tablet.
Make sure that the AC adaptor are connected during the restoring process.
When you reinstall the Windows operating system, the storage space may be reformatted and all data may be lost.

1. In the Settings charm, tap Power and then select Shut down.

Enabling System Protection for System Restore

Depending upon your system, the Windows® System Protection feature, that automatically creates restore points, may be disabled to conserve
space on your system. You can enable this feature by the following steps:
1. Tap Control Panel -> System and Security -> System -> System protection under Windows System in the Apps view.
2. In the System Protection tab, tap Configure, and then tap Turn on system protection to enable the function.
After the System Protection feature is enabled, you can undo changes by reverting your tablet to a previous state by creating a restore point.

General advice: Before you buy a new cell phone or new tablet, please try the following procedure to repair your device in a software way. First charge your battery, backup your important data if possible and in most cases take out SIM and SD card before doing factory reset. It is impossible to recover your data after doing a hard reset, so online backup is always important. For all of your data, a backup should be done on an external device, hard drive, raid system or media. With or without insurance, if your cell phone lost, damaged or stolen at least your invaluable data is backed up in a safe place. If you are about to sell your phone and you want to wipe your personal data, or if your phone affected with virus you have to do a hard reset. In some cases, you can delete the forgotten password or lock pattern from your device as well. All information is for devices with stock based ROMs. If you are using rooted device, always back up your EFS folder first, containing your IMEI info, etc.! Please also note, that a hard reset operation will not unlock your mobile phone's SIM lock or network lock, but it will remove the unlock pattern, remove the user password or PIN password (NOT the SIM card's 4 digit PIN code). Also note that the firmware version will not be affected in any way, it will not be downgraded, it will remain the same you are using and if you have rooted your device, root privileges remain also unaffected.
